Public bug reported:

Whenever external monitors are plugged in and unplugged, my laptop LCD display
always defaults to 100% fractional scaling, and that specific monitor needs to
be at 125%, not 100%, otherwise the text is too small for me to read. And this
makes using the Ubuntu operating system largely inconvenient for me when in
comparison to Windows.
If re-creating the problem on your end doesn't work, just know I have
DisplayLink by Synaptics installed, a USB hub managing software.
