You have been subscribed to a public bug:
On systems with a BMC such as the ASRock Rack ALTRAD8UD-1L2T, GNOME
repeatedly displays a pop-up notification saying "Activation of network
connection failed".
This is because by default it tries to get an address via DHCP over the
internal USB Ethernet connection. Instead it should be configured
(likely via systemd) to use a link-local address.
For example, the following could be added to hwdb.d/82-net-auto-link-
local.hwdb :
