Public bug reported:
The mkswap.service is currently failing in the questing dailies as it
attempts to run when / is still a read-only file-system. Rather than fix
this, it would be better to remove it and simply rely on cloud-init
instead; the swap option from the mounts module there works, and cloud-
init is now present (and working) on both server and desktop images.
