I guess it should be https://sourceforge.net/projects/linuxptp/files
where 4.3, 4.4 are not added. It seems like Sourceforge is legacy and
new source tarballs are in https://downloads.nwtime.org/linuxptp/.
Probably this is expected.

Also this is probably old and not updated anymore, perhaps 
https://linuxptp.sourceforge.net/ should be updated to point to new official 
links:
- https://linuxptp.nwtime.org/
- https://github.com/richardcochran/linuxptp
