Public bug reported:

I'm running apt-get upgrade on my System 76 ARM workstation. It needs to
download a 1.3 GB linux-firmware update from
https://ppa.launchpadcontent.net/system76-dev/stable/ubuntu
Unfortunately, it's going to take a *whole hour* to download, because
the download is only going 386 kB/s.

Could we fix this please? I'm downloading at my home in San Jose
California using 2 gbps AT&T Fiber. It looks like your server
(185.125.190.80) is operated in the UK by Canonical. If I run mtr then
then I get a 130 ms ping with 0% packet loss. So I can only conclude
that you've configured your server to cap client bandwidth. MaxMind
GeoIP also says this apt server is hosted on a Cable/DSL line. Maybe
it's time to move Launchpad's servers to a data center?
