I can reproduce it on plucky, but not noble. I suspect g-r-d has changed
since noble so that it's failing now. In 48.alpha release notes I see:
"Prepare for Vulkan and libva based hardware acceleration".

So if the new test build still fails, the breaking change on the mesa
side is not on the broadcom driver itself, but generic vulkan stuff.
