* Cherry-pick 'Revert "uvcvideo: Prevent new URBs being processed at stream
stop"' from
Xilinx's linux kernel repo `linux-xlnx`, the original "uvcvideo: Prevent new
URBs being processed at stream stop"
has made the wrong assumption that it can always retrieve a `struct
uvc_streaming`
via uvc_queue_to_stream().
[Test Plan]
* Checked realsense application exits successfully after applying the
revert patch.

* Low potential for regression. The original patch is not in mainline.
