SRU Justification
[Impact]
A gcp-kernel snap needs to be created in order to run linux-gcp kernels
under Ubuntu Core.
[Implementation]
Create a snap package that installs the noble:linux-gcp-6.14 kernel, and
enable Ubuntu Core kernel builds in the noble:linux-gcp-6.14 kernel
source packages.
[Testing]
Boot an Ubuntu Core 24 image with the noble:linux-gcp-6.14 kernel
installed (verify with uname).
[Risk]
Because this is a packaging change, as long as the packages build and
install properly, chance of a regression is low. The Ubuntu Core image
will be new, and is not yet requested by a customer, so we have time to
verify that it works properly before most users will install it.
