I believe I still have this issue,

Ubuntu 24.04
Intel i9 9900k
default ubuntu 6.11 kernel or tkg BORE kernel
main install is on a 500m/s 1tb SSD, other drives are regular WD 1tb HDD's

issue existed on different hardware (i7 4790k) and multiple different
kernels, and different versions of ubuntu for at least 1+year now.

I agree with everyone else here, but here are my symptoms:

Steam downloads at full speed (500mb/s) lock up my system quite a lot
(while its writing to disk)

moving large videos/files around, same thing

My main issue caused by this:
Using the 3rd party application, gpu-screen-recorder, while recording or doing 
a "replay" of high-quality footage. Basically if a replay saved is over ~500mb 
(or multiple gigs) it is guaranteed to lock keyboard input to whatever game I'm 
playing or even crash it, in extreme cases also locking up my system or steam 
itself for more than a few moments. If I'm doing a constant recording there 
feels like a small delay to all keyboard inputs while playing (like the system 
is slightly stalling from the constant disk write) (this is also from my OS 
drive, to ANY hdd, main install or separate)

I seriously believe that my problems are caused by this I/O problem, and
I have no idea how to get to the bottom of it, plus I've tried
everything here with no luck. (dirty ratios, swap off, zswap off, kernel
startup commands etc) None of those things helped.

I'm pretty sure this is already the general consensus, but if anyone
wants to try for themself, just open two terminals. In one of them open
top or htop, and in the other run something like:

dd if=/dev/zero of=~/test_stress_output bs=1M count=10240
status=progress

this just makes a 10gb dummy file. The moment the disk starts writing
that file, in top you will see a temporary 100% cpu spike on one
core/thread.

I don't really have time to distro hop and test things but I am thinking
this is 100% this bug, and an ubuntu only problem.
