Looks like there's a few things still outstanding before this can be
sponsored. For the various merges:

* Update changelog according to Bryce's recommendations in the noble MP
* Add DEP-3 headers to the patch and revise author (again, per Bryce's comments 
in the noble MP)
* Update the test plan to include check to ensure non-FIPS users are not broken 
by the change (per Simon's comments in the MPs)

Once those are done we can presumably proceed with sponsorship
(technically the test plan doesn't need updating for the questing merge
as that's not an SRU)

  [SRU] Enabling FIPS causes SALT to be 8 bytes, but OpenSSL 3.0.2
