I can confirm this is still happening with 6.8.0-60-generic but less often than with 6.8.0-50 to 6.8.0-56. Usually I can CTRL-ALT-F2 to terminal and reboot from there using kernel 6.8.0-49-generic this time. Sometimes even CTRL-ALT-F2 does not work and I need to do a hard reboot via power-off.
Booting with 6.8.0-49-generic never fails. The workaround described by wdw09 to "CTRL-ALT-F2 followed by CTRL- ALT-F1" does not work for me. GUI doesn't appear.
