Given how old the fsck issue is (discussed over a year ago in bug
1970069), it's probably more useful to ask if plymouth
24.004.60-2ubuntu8 is splashing later than previous versions. Because
the fsck is not new, but our inability to hide it is. And I think to
hide the fsck means starting the splash screen before any text is
written to the console.

So is plymouth splashing later than 24.004.60-2ubuntu7 did? And if we
can't undo that aspect then should we be prioritising bug 1869655 to
work around it?
