You raise a fair point. I've re-run the checks for 19.2.1 using proposed 
instead of my PPA. The results for Noble can be seen here:

This check runs all the charm tests using 'proposed'. You can verify that in 
the 'Files changed' tab here: 
https://github.com/canonical/ceph-charms/pull/89/files
(The single failed test is unrelated to this change, and has to do with COS 
testing being flaky in general).

I'll do the same for Oracular, although it will take some more effort as
some external charms do not support Oracular as a base.
