[ Impact ]
When I run ubuntu-drivers install --gpgpu, the tool installs 570-server-
open. When I run it a second time, it uninstalls 570 and installs
535-server. A third time brings me back to 570-server-open.
This command should be indempotent, and not install a driver if the
correct driver is already installed.
[ Steps to reproduce ]
1. call ubuntu-drivers install --gpgpu
2. observe what is installed
3. call ubuntu-drivers install --gpgpu again
4. observe what is installed
[ Test plan ]
execute steps to reproduce a few times. Only the first call should install a
driver, the others should not do anything
[ Expected result ]
repeated calls should not install any drivers once there is one in the system
