The ubuntu-fan package is involved because the way things currently get
brought up would start adding mappings before the vxlan module is
loaded. When the kernel processes things the module would autoload but
that is too late for iproute and it uses the incorrect value for
IFLA_VXLAN_FAN_MAP.
