Yeah, branching using the full URL is the best workaround for now. So
either as you've mentioned or:
| bzr branch
bzr+ssh://bazaar.launchpad.net/~${LP_USER}/${LP_PROJECT}/${REPO_BRANCH}
Per the upstream bug, there is a PPA you could use for testing:

Unfortunately, Bazaar support in Launchpad is going away real soon:
