Thanks for the bug report. The most likely explanation for this is PSR
(panel self refresh) not working. Please try disabling it by adding this
kernel parameter: i915.enable_psr=0
You can do so by editing /etc/default/grub and setting:
GRUB_CMDLINE_LINUX="i915.enable_psr=0"
Then run:
sudo update-grub
and reboot.
