The 23.10 LTS MOFED release is not expected to build on newer kernels.
The supported kernels are set by NVIDIA and newer kernels will require
newer MOFED LTS releases. This is one of the reasons why we have the
MOFED major version in the source package name. I will mark this bug as
wontfix so other people can see it and do not report it again.
For the parallel build I know that most of it is capped by the autotools
"./configure" step, but IIRC it was correctly using multiple cores after
that. For this specific issue please create a new bug so I can
investigate it and if an issue is found an SRU can eventually be issued.
