means it can only be released with each other. Which I'd not have
expected to be the case.

I do not know how symbols are handled in ceph, but I confirm to see in
the new qemu build [1]

This is from ${shlibs:Depends} in qemu d/control, so shlibs must think the very 
latest is needed.
Let me flag that on the ceph bug.
