coreutils-from 0.0.0~ubuntu3 defaults to coreutils-from-gnu which should be equivalent to what exists in Ubuntu 25.04.
In the past, the MIR team has been willing to grant exceptions in some cases to allow packages to be promoted to main before the review has been completed. If we simply allowed the new coreutils-from to migrate to questing without the main promotion, then anyone who installs Ubuntu Desktop or Ubuntu Server from a daily (or snapshot) ISO after that will still have coreutils-from-gnu installed. So people aren't really getting the same intended experience. Swapping alternates doesn't work for upgraders for people already running questing as we can't use ubuntu-release-upgrader to fix it.
