Verified on the machine which has AMD iGPU + NVIDIA dGPU (headless) with
the same OS version (noble) where the issue was originally tested.

Steps:

(reproduce)
1. ssh login to the machine apt-cache policy check libmutter-14-0 version is 
'46.2-1ubuntu0.24.04.8'
2. set 'WaylandEnable=true' in /etc/gdm3/custom.conf and reboot the machine
3. login to the wayland session check screen freeze

(verification)
4. apt install -t noble-proposed libmutter-14-0 and reboot machine
5. login to the wayland session see desktop screen, can move the mouse around, 
open the terminal and type
6. echo $XDG_SESSION_TYPE sees 'wayland'
7. apt-cache policy check libmutter-14-0 version is '46.2-1ubuntu0.24.04.9'
8. install mesa-utils and glxinfo -B check render is AMD iGPU

Results:

After upgrade to the proposed mutter package '46.2-1ubuntu0.24.04.9',
can successfully login to the desktop screen under the wayland session
and check the renderer is the AMD iGPU.

Looks good.
