Remi, I'm changing the "Affects" of this bug because it does not appear to be linux-hwe-6.8 (this is the kernel, not the entire distro).
I recommend to provide the full output of the do-release-upgrade command. If the command is pointing you to an issue with network, perhaps it is not able to download an specific artifact from the internet and the full command output might help.
