Yes -- snap list does show that I have the CUPS snap installed. Thanks for the troubleshooting.
FWIW, the list of printers that shows up in the GTK4 dialog is correct, and I can print without issue to the printers that are installed with IPP. Their options show up right and printing works. The problem seems to be specific to printers with custom PPDs/filters, which don't load options right and don't print.
