Public bug reported:

I have a borgmatic configuration with two repositories, one is distant, one is 
local.
I have a before_actions: statement that calls a script which checks the network 
and returns a soft failure when I do not have proper connectivity, and the 
repository is the distant one
However, this script is called only once, thus when I am not properly connected 
no backup is made, even in the local repository.
