It looks like this autopkgtest failure does not actually block the
package from migrating? update_excuses shows:

So, what's blocking it is fuse3, which has a dozen packages with
autopkgtest regressions.
It looks like this has not passed ever on riscv64, judging from
https://autopkgtest.ubuntu.com/packages/q/qemu/questing/riscv64, so I
suspect the failures won't block it from migrating. However, the bug is
legit and should probably get resolved at some point, but if the test
isn't actually blocking migration perhaps that lessens the urgency on
this?
