I can also confirm that patching with
https://gitlab.gnome.org/GNOME/gtk/-/merge_requests/8459 at least fixes
the performance issue. However, resizing windows remains quite glitchy
as seen in the video.

Building your own version is pretty simple. Enable deb-src in your apt
repository, then the following commands:

apt-get source gtk4
apt-get build-dep gtk4
cd gtk4-4.18.4+ds
wget https://gitlab.gnome.org/GNOME/gtk/-/merge_requests/8459.patch
patch -p1 < 8459.patch
dpkg-buildpackage -rfakeroot -uc -b
sudo dpkg -i *.deb
