According to my understanding upgrading the ZFS modules on oracular at least would move the pity of the deadlock situation out of the release upgrade process.
If the old oracular userspace binaries 2.2.7 are able to work with ZFS 2.3.0 modules and hence can be kept in oracular, this could probably solve the issue (assuming the user has booted into the new kernel running the 2.3.0 modules before starting the release upgrade).
