If the package currently in noble-proposed was found to have a defect that 
makes it unsuitable for noble release, and you would rather upload another 
change, then yes, please mark this bug with verification-failed-noble.

And to be clear, it's fine and even great that a problem was found while
the package is in proposed! I mean, obviously it would be better to not
have any defect at all, but it's great that it was found while in
proposed, and before it reached users. It also shows that your
verification was good enough to catch it, which we in the SRU team very
much appreciate.
