It looks like you were in the process of removing core system
components. So it's not so surprising if things start failing:

Removing ubuntu-desktop (1.524.1) ...
Removing ubuntu-desktop-minimal (1.524.1) ...
Removing gdm3 (45~beta-1ubuntu1) ...
/sbin/runlevel: error while loading shared libraries: libcrypto.so.3: cannot
open shared object file: No such file or directory
systemctl: error while loading shared libraries: libcrypto.so.3: cannot open
shared object file: No such file or directory
invoke-rc.d: could not determine current runlevel
systemctl: error while loading shared libraries: libcrypto.so.3: cannot open
shared object file: No such file or directory
invoke-rc.d: initscript gdm3, action "stop" failed.
dpkg: error processing package gdm3 (--remove):
installed gdm3 package pre-removal script subprocess returned error exit
status 127
dpkg: too many errors, stopping

Presumably "Removing ubuntu-desktop" was not intended. It looks like
that was a consequence of agreeing to the removal of a large number of
packages after running:

  apt --fix-broken install

** Changed in: gdm3 (Ubuntu)
       Status: New => Invalid
