I also  have this issue on my Intel server platform

$ free -h
               total        used        free      shared  buff/cache   available
Mem:           250Gi       6.7Gi       241Gi       9.6Mi       4.1Gi       244Gi
Swap:          8.0Gi          0B       8.0Gi

$ cat /proc/cpuinfo
...
processor       : 255
vendor_id       : GenuineIntel
cpu family      : 6
model           : 173
model name      : Intel(R) Xeon(R) 6767P
...

The default network is inactive:

$ virsh net-list --all
 Name      State      Autostart   Persistent
----------------------------------------------
 default   inactive   yes         yes


journalctl log:
