Public bug reported:

[Impact]
It shows garbages on the display for around 0.5 while doing S3/WB/CB.

[Fix]
The commit in 6.12-rc1 fixes the issue.
fcb3a4fb8255 drm/amd/display: Request 0MHz dispclk for zero display case

[Test]
On AMD platform, reboot it and there is no garbage on the screen while the
display turns off.

[Where problems could occur]
It's reasonable to set dispclk to 0 when context->stream_count is 0. It should
not introduce any regression, because there is no DP video stream.
