With 7.10 and the fglrx driver I still have this problem. With the opensource driver I did not experience this, but I cannot use both monitors anymore. After changing back from fglrx to opensource driver the second monitor is constanstly in powersafe after log-in. Before log-in the second one is in clone mode.
