Currently in questing-proposed,

coreutils has Pre-Depends: coreutils-from-uutils | coreutils-from-gnu

coreutils is in main
coreutils-from-gnu is in main
coreutils-from-uutils is in universe

It looks like britney would allow this to migrate to questing.

I'm filing a blocker bug because the first alternative for a package in
main ought to be in main. In practice, I think this would result in the
universe Ubuntu Desktop Flavor ISOs to pull in coreutils-from-uutils but
the Ubuntu Desktop and Ubuntu Server ISOs to use coreutils-from-gnu. I'm
guessing people upgrading from plucky would also get coreutils-from-
uttils. This is chaotic.

I think that we need to get coreutils-from-uutils and rust-coreutils
into main before allowing this swap to continue. In other words, this is
blocked by LP: #2111815
