- Add 2 patches to adjust accent colors for Ubuntu

- Add patch to include a warty brown accent color
- Update debian/salsa-ci.yml & debian/gbp.conf for Ubuntu
* d/p: Drop unneeded yaru-only patch for window button paddings.
