just booted a lubuntu questing ISO on 
- hp prodesk 400 g1 sff (i5-4570, 8gb, amd/ati cedar radeon hd 
5000/6000/7350/8350)

and this issue is still there...

on initial boot I just opened monitor.settings and adjusted monitors to
match my setup (what was default-left becomes upper, what was default-
right is my primary monitor which is below other monitor, click apply &
wallpaper & LXQt options disappear on my upper menu)...  no logout or
anything required, just change of lxqt.monitor.settings alignment...

( this issue will impact very few users, me mostly as I have screens
positioned vertically on some boxes, and I just resolve issue by
swapping out openbox with xfwm4 where issue occurs..     this issue is
NOT lubuntu specific, as I experience it with debian, fedora & have in
the past with opensuse too )
