This sounds brutal, but unfortunately, there is nothing we can do as mc developers here.
In the past, we have added workarounds suggested by users for CIFS, and I have received other reports that the CIFS driver is behaving in questionable ways: https://github.com/MidnightCommander/mc/issues/4677 However, it seems that your issues are really getting out of hand. Also, they affect more than just mc, as you wrote. Unfortunately, I've had little success convincing users to escalate this issue to the kernel maintainers. I don't use Linux or CIFS, so I can't help you.
