The only change in Debian is related to a rust dependency. This is
irrelevant here given we vendor the dependencies in the Ubuntu package.
1.4.0-2 does not need to be merged. Let's postpone this and merge this
package later if there are anything new to merge. Otherwise, we can
defer this for the next cycle.
