You've reported two bugs in Stellarium 0.21.0 on Windows 10:

Landscape display settings aren't saving: The "Draw only polygon" and 
"Thickness of line in pixels" options for landscapes reset after you close and 
reopen Stellarium, even if you save your configuration.
"Minimal brightness from landscape" isn't working: Stellarium isn't using the 
minimal_brightness value specified in your landscape.ini file.
To address the second issue, try manually editing your config.ini file to set 
flag_minimal_brightness = true and flag_landscape_sets_minimal_brightness = 
true within the [landscape] section. For the first issue, checking your 
config.ini for related entries after https://www.cattranslator.net saving might 
offer clues. It's also a good idea to report both these issues to the 
Stellarium developers and consider if a newer version of Stellarium might 
resolve them.
