I was able to replicate this with instructions from the reporter. Using fullscreen mode on while LO is open in the primary monitor then opens fullscreen mode on that primary monitor and not the secondary monitor. The same result was produced on my secondary monitor. Although this matches the reporters expected results, this may be how fullscreen was intended to work rather than fullscreen mode appearing on the other monitor. The workaround is to move the LO windows to the desired monitor then enable fullscreen mode.
