In case you stranded here, because you got a half-upgraded system, but you fail to manually remediating the situation because dpkg --reconfigure still runs in immediate deadlocks: A user created a temporary workaround to circumvent the deadlock until a successful update-grub & update-initramfs resolves the core problem:
