The error presents in an odd way, but it looks like the cause is that
you don't have a desktop metapackage installed. Are you running regular
Ubuntu desktop, or a flavor? If regular Ubuntu desktop, you should try
installing the ubuntu-desktop-minimal package, and then try the upgrade
again.
If you are running a flavor, there is a flavor-specifc metapackage, e.g.
kubuntu-desktop for Kubuntu.
