Development has been continuing on requests in their upstream github
tree, however no signs of a new release.

There is a new -5 release from Debian, but it looks super trivial:

 requests (2.32.3+dfsg-5) unstable; urgency=medium
 .
   * Team upload.
   * Mark pytest to be test-only.

So I'm leaving as Incomplete but adding to the roadmap for July.  Seems
possible there could be another release around then, and if not may as
well pull this in, and/or look at forwarding our one bit of delta
upstream, if Debian might be willing to take it:

requests (2.32.3+dfsg-4ubuntu1) plucky; urgency=medium

  * Merge from Debian Unstable. Remaining changes:
    - d/p/remove-charset-normalizer-dependency.patch: Remove charset-normalizer
      as a build dependency (LP: #1975541).
