I am using
$ lsb_release -a
No LSB modules are available.
Distributor ID: Ubuntu
Description: Ubuntu 24.04.2 LTS

Codename: noble
with Kubuntu-Desktop.
To reproduce:
Call the tool "rec" (from package sox), talk a few seconds, and sto recording
with "Ctrl+C".
The resulting file does not contain the last few seconds.
Example:
$ rec test.wav
Input File : 'default' (pulseaudio)
Channels : 2
Sample Rate : 48000
Precision : 16-bit
Sample Encoding: 16-bit Signed Integer PCM

rec WARN sox: `test.wav' output clipped 8173 samples; decrease volume?
Aborted.
Tried with way and with mp3, result is always the same.
