Explanation of the Ubuntu delta and why it can be dropped:

The Debian package has added a similar patch. Apparently indepent of the
Ubuntu fix so the file name and header is different, but the actual diff
and fix is the exact same :)

* Non-maintainer upload.
* Add patch to ensure compatibility with Ruby > 3.2
