Add some findings when I tried to reproduce this issue on vSphere, I
believe dbus was not ready when cloud-init init-local/init services were
still running.
* release-20240710 (netplan ver: 1.0-2ubuntu1.2)
netplan apply finished with Exit Code 0, but logged Failed to connect to system
bus: No such file or directory and Falling back to a hard restart of
systemd-networkd.service. This means even dbus is not ready, netplan apply
could finish correctly.
* release-20250403 (netplan ver: 1.1.1-1~ubuntu24.04.1)
netplan apply stuck.
