Please sync ispc 1.26.0-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Build using LLVM 20, fixing bogus LLVM check.
  * Build using LLVM 20, fixing bogus LLVM check.

The new upstream version set the latest supported LLVM version to 21.0,
which should include 20.1. Thus the added patch can be dropped. See also
