Public bug reported:

I just upgraded my system from 22.04 to 24.04.  The new version of
gnome-shell has broken support for Focus On Hover and Focus Follows
Mouse, combined with the "Lower window below other windows" shortcut.

I have "Lower window below other windows" bound to Alt+Down.  When I use
the shortcut, the focus does not properly switch to the newly visible
window that the mouse is now over.  I cannot use Alt+Down to send the
newly visible window to the back.  If I use "Raise window above other
windows", the first window I lowered is raised again.  Clearly the focus
has not switched windows as expected.

This worked fine in 22.04 and is a regression in the newer gnome-shell.
