Looking at the code and at docs, I believe you need to set
IGNORE_SMTP_LINE_LENGTH_LIMIT to be able to send messages with a higher
line length.
The configuration you mentioned (set to 1G) are defined for remote smtp,
and are only put in place if the flag is set - so there is no impact in
changing those without IGNORE_SMTP_LINE_LENGTH_LIMIT.
I would close this bug as Invalid, but I'm curious: you meant this only
started happening when you upgraded from 22.04? Was it working fine
before? I checked exim4 v4.95-4ubuntu2.6 (the one in Ubuntu 22.04) and
the setting in the 40_exim4-config_check_data file is the same.
