Public bug reported:

Due to the package update that occurred on 4/30/2025 grub can't be
installed through the Ubuntu installer due to a dependency mismatch in
the gurb-efi-amd64-signed package. The package requires version grub-
efi-amd64-bin 2.06-2ubuntu14.8, but both the updates and the security
sources only have grub-efi-amd64-bin version 2.06-2ubuntu14.4. This
version mismatch prevents the installation of grub during installation
and causes a failure.
