I could verify this is a valid bug.
This is a seed mismatch - `lsof` is not part of ubuntu-minimal, and
`ubuntu-advantage-tools` is there.
`ubuntu-advantage-tools` needs either to depend on `lsof` or
remove/change the subprocess call.
